This seems to be an excellent report and its recommendations should lead to an improvement in the syste of financial control in Hong Kong. Until we receive the 0.A.G's observations nothing much can be done. I notice, however, that the Committee apparently attach a good deal of blame for the losses in the Education Department to Mr. Ralphs, Senior Inspector of English Schools, (see Section 3, and paragraphs 109 to 112A on page 26 It might be desirable to get Mr. Ralphs' observations.
